History
The Central Library: In its report The Nepal National Education Commission, appointed in 1954, recommended as saying "A strong central library should be established as a center for study and research". As a result, an agreement between the Government of Nepal and the US Agency for International Development (USAID) was signed on April 30, 1957 to establish a Central Library in Kathmandu. Consequently, a Central Library at Lal Durbar, Kathmandu was established under the guidance of Dr. E.W. Erickson on June 1, 1959 , through the effort of Mr. John L. Hefenrichter, the US Library Advisor at US Aid Nepal.
The T.U. Library: In July 1959, the Tribhuvan University Act was passed and the University itself came into existence. This same year, Tribhuvan University Library was established. This library originally suffered from inadequate book collection and facilities. At that time the library had only 1200 books, shelved in stacks made out of bricks and planks of wood in a very limited space. With the absence of a trained librarian, the collection could not be organized in a systematic manner.
Merge of two libraries: After three years, in 1962, the Central Library at Lal Durbar was handed over to Tribhuvan University Library in accordance with a decision of HMG of Nepal, and thus, after the merge of the 3 years old Central library (having a collection of 15,000 volumes of books) with the Tribhuvan University Library (having a collection of 7813 volumes) it came to be known as Tribhuvan University Library (TUCL) and the collection reached 24,813 volumes of books. In 1977 (2033 B.S.) it became the T.U. Central Library. Now, by May 2009 the library has altogether 300,000 volumes of books and other documents.

Objectives
The Tribhuvan University Central Library being mindful of the University objectives and the expectations of the nation’s intellectuals and the general public, enshrines the following items as its objectives and strives to attain them for the benefit of the nation and its people.
·         To fulfill the teaching and research needs of the University.
·         To provide materials both in conventional and e-formats and furnish an environment conducive to study & research.
·         To encourage membership and promote information literacy, readership and life-long learning.
·         To promote resource sharing, networking and exchange of databases.
·         To provide documentation and information services and bring out relevant publications.
·         To help develop libraries and promote standards, guidelines and best practices.
·         To promote professional expertise in information management and conduct trainings in librarianship.

Acquisition of Materials
Acquisition involves acquiring of library materials keeping in view of the requirements of the curriculum of the Masters' Degree programmes of Central Departments of Tribhuvan University and according to the need of the teachers, students and research scholars. Every year, besides purchase, the library also receives books as gifts in the form of. Donations. Usually the donors are national and international persons as well as institutions. The donation has helped the library to a great extent in terms of collection building and sustaining the library.
Collection Development The essence of a library is the collection. Long ago, American scholar Carlyle said. that true University is a collection of books. Being an academic library’s its prime objective is to serve the academic community of the University. But people of all walk of life use this library. Therefore, there is a need of collection of materials to serve the diverse nature of our users. The library develops the collection in the following ways:
1.    Purchase
2.    Gift
3.    Exchange
4.    Depository library
5.    ISBN National Coordinating Agency

1.    Purchase: Library allocates budget to the Central Department of Tribhuvan University each year After the receipt of the budget from the T.U. Central Office. The Heads of each Department provide the recommendation of the required titles to the library. The acquisition section completes the ordering process. The librarian selects books on Nepal, books published from Nepal, Reference books and some bestseller's books. Unless specified all books are purchased single copy.
2.    Gift: The library receives Books, Thesis, Dissertations, Reports, Government Publications and electronic materials as gift from individual collection, authors, local institutions, Research Centers, Embassies, etc. Exchange: The library receives books, documents and other reading materials from different local institutions and international organizations on exchange programme.
3.    Depository library: Library receives documents from different national and International origination like United Nations, Asian Development Bank, International Development Research Center, Asian Productivity Origination, IBRD, etc. These origanisation have declared our Library as a Depositary Library for their publication
4.    National ISBN Agency: The library as a National ISBN Agency for Nepal receives one Copy of each publishers publication. as a ISBN copy
Organization of Documents The documents are arranged on shelves by subject according to Dewey Decimal Classification scheme. Different categories of books are arranged in different location as per the following sequence. General books in general section, reference nooks, text books, books on Nepal and United Nations Collection etc. The sequences are as follows.

The Asia Foundation ia a non profit non-governmental organization to the development of a peaceful, prosperous and Asia Pacific region in the past fiscal years, the Foundation is providing grants, education materials and books to different non-governmental organization in Asia. Under this programme the library has received books for several years and is still continuing.
The Asia Foundation, then in Bangladesh supported two Deputy Librarians to visit Singapore for one month in 1988.
IDRC has supported TUCL to start the Academic Course in Librarianship in Nepal. Under the programme two years training programme as a Pilot study for academic course was conducted. Tribhuvan Uiversity Central Library (TUCL) is the national coordinating institute for International Network for the Availability for Scientific Publication (INASP). INASP, a programme under International Council for Science (ICSU) was established in 1992 to provide access to scientific information particularly to the developing nations.
Background
International Standard Book Number (ISBN) system was developed out of the book numbering system introduced in the United Kingdom in 1967 by J. Whitaker & Sons, Ltd. and in the United States in 1968 by R.R. Bowker.
Objective
The objective of the international standard is to coordinate and standardize the international use of ISBN to uniquely identify on title or edition of a title published by one specific publisher.
Advantage of ISBN
Library has closed relationship with Japan Foundation since 1976. The Foundation has provided approximately 1000 expensive valuable books on Japan and on others subjects. Similarly this Foundation has also provided one scholarship to the professional librarian of this library under Japanese Language programme for librarian.
Tribhuvan University Central Library (TUCL) recently signed a MOU with the library of University of Miyazaki Japan for a period of five years. Following five major activities are included in MOU:
TUCL is compiling and publishing Nepalese National Bibliography (NNB) since 1981 with the financial and technical support from Nepal Research Centre, Germany.
NNB includes the bibliographic database of all documents published from Nepal available in TUCL except periodicals and newspapers, maps, musical scores, textbook, schools books, ephemeral materials.etc

Tribhuvan University Central Library (TUCL) is governed by the University Library Development Committee under the chairmanship of Rector of the University. The committee has the authority to formulate policies to improve the overall conditions of the University library; Campus libraries, Research Center libraries and T.U. affiliated campus libraries. B. Duties and responsibilities of the Library Committee:
